Margrave of the March

A mercenary who accepts work from other villains. Has the power to temporarily change how people experience the flow of time. Uses his power to slow people down and accelerate himself and his allies. Limited to affecting only 3 people at a time.

For most of his career he was only involved in relatively small jobs. Robbing casinos and covering getaways were the highest profile he got, but in recent weeks he's been getting involved in higher profile work, including a failed attempt to take the Empire State Building hostage. This has led to a sharp increase in his bounty, leading many to wonder why he's been taking them.
